Conditions

Stage 1 of evaluation: Bidders to meet eligibility criteria that will be uploaded on ELM website and on tender document. Bidders that are non-compliant with the eligibility criteria will be disqualified and not considered for further evaluation. Stage 2 of evaluation: Bidders to meet 70% out of 100 points on functionality on Company experience = 50 points, expertise = 20 points, Methodology = 10 points, Accreditation = 20 points. Stage 3 of evaluation: SPECIFIC GOALS: EME OR QSE which is at least 51% owned by black people = 20 points. Bidders that fail to submit proof will not be allocated points
