Stage one of Evaluation: The bidders to meet the following Eligibility Criteria: 1.System must have remote immobilization 2.System must be accessible over the web 3.The tracking device must have speed governor which automatically reduces speed in line with GPS of the area SPECIFIC GOALS: EME or QSE which is at least 51% owned by black people as per the following targeting strategy: Youth = 5 points Women = 5 points Black owned = 10 points Bidders that fail to submit proof will not be allocated points
