Bidders to meet 70% out of total points of 80 to proceed to the next stage of evaluation SPECIAL CONDITIONS EME or QSE which is at least 51% owned by black people who are Youth = 5 Points EME or QSE which is at least 51% owned by black people who are Women = 2 Points EME or QSE which is at least 51% owned by black people who are Local Businesses within Elundini Geographic area = 3 Points EME or QSE which is at least 51% owned by Black people = 10 Points Bidders that fail to submit proof of specific goal as stipulated above will not be allocated points
